Reuse the EDA outputs and set up the ML repo

Create ml-projects/ with data/processed (from EDA E13), models/, reports/, notebooks/A_credit_ml.ipynb, notebooks/B_energy_ml.ipynb, src/ml_utils.py. Concepts: Continuity: EDA → model-ready data → ML; reproducibility Project A: Load German Credit X_train/X_test/y_train/y_test and the feature list from the EDA hand-off. Project B: Load the Electricity train (2015–2017) / test (2018) tables with calendar, lag and weather features.
